Another little mod - Quote Guidelines v1.0 for QdbS 1.10

This is my first mod for QdbS. Since I don't know much about QdbS, the codes may look ugly. :P

Just edit the quoteguide.tpl and upload all the things, replace the old ones, and you have finished adding a guideline!
